The ODFC, in order to promote the development of industries in Okinawa, through providing long-term loans, supplements loans by ordinary financial institutions as well as supplementing private investments, or along with encouraging, with loans geared towards Okinawa residents, people who need housing, people who are in the agriculture, forestry and fishery industries, small and medium-sized entrepreneurs, those who open hospitals and other medical facilities, managers of environmental health-related businesses etc., provides loans that are difficult for ordinary financial institutions to provide, and aims to contribute to the promotion of Okinawa as well as the development of society.(Article 1 of the ODFC Law (May 13, 1972 No. 31))
